A Congress to remember Pictured above are the merry band of participants – including delegates from Branches, Roopu and Interest Groups representing members from across the profession – at the ANZASW’s inaugural National Congress, held in Christchurch on 3-4 April. The Congress combined a mix of Continuing Professional Development (CPD), through two guest presentations, and a series of strategic planning workshops to help guide the future direction of the Association. The guest speakers were Dr Cindy Kiro, Children’s Commissioner, who delivered the inaugural Merv Hancock address, and Mike Doolan. Cindy’s presentation was titled ‘The Essential Role of

Social Work in Child Welfare’. While recognising the often very difficult and stressful situations social workers are involved with in this very complex field of practice, Cindy also acknowledged the many and varied initiatives up and down the country where social workers are making a positive difference. Mike Doolan then presented research into child death by maltreatment. This research is further reported in Lives Cut Short (2007, Dunmore Publishing), a book co-authored by Mike and Dr Marie Connolly, Chief Social Worker with the Ministry of Social Development. INSIDE: Reflections on the success of the Congress are contained on the next page. The contents of Notice Board follow the usual order, although gradual changes to the format are being introduced in line with a commitment made at the Congress to improve the variety and quality of content.

New editors for Social Work Review Mary Nash and Kieran O’Donoghue, both of whom work at Massey University in Palmerston North, together bring a wealth of experience to the role of editing the Aotearoa New Zealand Social Work Review - the latest edition of which is distributed with this issue of Notice Board.

This publication is one of the longstanding benefits of membership of ANZASW and has a highly regarded reputation for providing access to excellent research and reading for continuing professional development (CPD). Editorial plans for 2008 include the idea of publishing monograph issues based on collections of research on topical themes. Another area of planning for the future is to make use of the ANZASW website to provide a gateway to an archive of past articles, as part of engendering ongoing interest in the relationship between research and social work practice. Articles published in the Spring 2007 edition of Social Work Review share a theme of leadership and supervision. In an article on postgraduate social work management education, authors Michael Webster and Hanuere Jann Tofi make an argument that the social work profession could determine its own management theory and practice rather than ‘importing’ external models.

Nga mihi mahana ki a koutou katoa Informal feedback on the inaugural Congress held last month has endorsed this as a successful and valuable event. Whilst there were some learnings to take away about time management and programme timetabling, the aim of providing a forum that could offer CPD and an opportunity to continue to develop the profession was achieved. It was a privilege to have Dr Cindy Kiro, Children’s Commissioner, deliver the inaugural Merv Hancock address and a fitting tribute to Merv, who though he could not attend had sent a message for me to share on the day. A joint media statement by the Office of the Children’s Commissioner and ANZASW was timed to mark the event and drew attention to Merv’s lifelong commitment to establishing a sense of common purpose and professional identity for social workers. Another milestone at the Congress was the celebration of the publication of the Association’s revised bilingual Code of Ethics and the new Competency Handbook. It was great to be able to honour those present who had played a major role in these publications. This included Dugald McDonald, (who also spoke on behalf of John Hopkins) and John White for the Code of Ethics and Sonya Hunt and kaumatua Turoa Haronga for their work with the Competency Handbook. Since the Congress, ‘business as usual’ has continued with further CPD events being hosted in various parts of the country and the making of a submission on the Child, Young Persons and their Families Amendment Bill. One issue of major concern is the recent advice of a decision of the Social Workers Registration Board (SWRB) that new graduates from social work courses which have successfully completed the SWRB recognition process, will be deemed to have ‘beginning competence’ for the purposes of becoming registered. Although ANZASW has been participating in a working group to consider a range of options to streamline the competency and registration processes since August 2007, the SWRB made this decision independently of this working group. One of the issues – amongst other things – that the working group has been looking at is investigating ways of facilitating new graduates to become registered, but we feel strongly that the SWRB decision to blur the boundary between qualification and competency in the way we have been advised is totally contrary to the clear intent of the Act and certainly contrary to the intent of all those in the Association who lobbied hard for our regulatory system to be based on both qualification and competency. It has the potential to completely undermine the significance we as a profession have always placed on the need for practitioners to not only be qualified but also be able to link theory with competent practice through the independent evidencing of professional standards and ethics.

EXECUTIVE OFFICER'S UPDATE The ANZASW Congress in April provided an opportunity to review achievements over the past two years, to consider present challenges and to look to the future. A key theme at the Congress was a consideration of how best to build more connections between the work of the Association at a national level and the local efforts of Branches, Roopu and Interest Groups. A workshop on the first day provided some valuable action points for both national and local levels to increase the ways we can work together to achieve the Association’s objectives. Day two took this thinking one step further and focused on the strategic direction for the Association and in particular the strategic plan for 2008/09. Delegates responded by generating a host of positive ideas for new objectives and projects that they would like to see in place. It was encouraging that the main plea seemed to be for more time to allow for more in-depth discussion. I am currently working with Jeanne Warmington, Stephen Olsen and Jacqui Christian to ensure our next strategic plan reflects the discussions that were held. We will also be referring back to the reports that were submitted by Branches, Roopu and Interest Groups as a useful source of information about the range of activity around the country, and look forward to opening new discussions as we implement the changes being sought to strengthen the voice of the Association. The Congress was equally worthwhile and enjoyable for the time spent networking and catching up with old friends. It was wonderful to see so many members in person, and I would especially like to acknowledge those who made the extra effort and paid to attend from their professional development funds. I would also like to formally thank both the National Office team and the staff at the Holiday Inn on Avon for their hard work in making the Congress run so smoothly. Often all the hard work that goes on behind the scenes is not recognised, but I certainly appreciate the enormous effort put in by so many people so that everyone could get the most out of this event. I am sure that National Congress will now become a highlight in the ANZASW Calendar, and by being linked to the ANZASW Conference in Wellington in April 2009 next year’s Congress will be even bigger and better.

We have written detailing the reasons for our concerns and asking that this decision is reviewed. We accept that the SWRB will make their own decisions but I believe it is very unfortunate that with something as significant as this, the SWRB has chosen not to consult with the professional body and wider profession.

There are many other pieces of news that I could mention, such as developments with the Competency Assessment Service or the preparation for the IFSW Asia Pacific Regional Conference 2009. These will have to wait for next month, but please make sure to look at the notice in this edition of Notice Board that calls for expressions of interest in the vacancy on the Governance Board for a Branch representative. As made so evident by the Congress, this is YOUR professional association, and we rely on YOUR participation.

We Can’t Communicate... Without You! This was my message to the ANZASW Congress, where the Association’s work on building the relationships needed to give a voice to the profession was given a huge boost. The challenge now is to create the ‘right mix’ of activity to support those relationships and to demonstrate we have ‘something to say’. In return a clear message from members in my time in this new, part-time position is that changes to the way we communicate will be welcomed, particularly where a contribution to raising awareness of the roles played by social work professionals can be made. There are several small projects underway which should help to achieve this and that we hope will gather momentum. For instance, with the assistance of members Susan Gill and Nicki Weld a way forward for revamping Notice Board has been found that will see a transition from what we have to a more attractive newsletter, and a more integrated approach to the information we publish. This will include more use of our website for certain types of repetitive or standard information (e.g. information on Professional Indemnity Insurance). To support this gradual facelift a regular column will appear in Notice Board from next month to highlight and point people to new content on the website. Another area that offers large potential for raising awareness of relevant issues is to work more closely alongside ANZASW Interest Groups. Steps taken in that direction have included meetings in Auckland with John Wong of the Chinese Social Workers Interest Group, and with Niusulu Hellesoe, Sally Dalhousie and Matilda Hohenburger of the Pasifika Interest Goup. This is also about opening up opportunities for the diversity of voices we have within the profession as a whole to be heard more widely. Ephra Mary Garrett, QSM. University lecturer; born September 20, 1923; died April 3, 2008. In a career that included working with Merv Hancock to co-found New Zealand’s first four-year Bachelor of Social Work degree in the 1970s, Dr Ephra Garrett (Te Atiawa, Ngati Mutunga) was a champion of distance learning and its role in drawing more women into tertiary education. Ephra Garrett worked as a Maori welfare officer, was the first Maori woman to receive a Diploma of Social Science, and worked as a child psychologist in the mid-1960s. In 1962, when the Otago Social Workers’ Association hosted the Social Workers’ Study Conference in Dunedin, Ephra played a key part in addressing the theme of the conference: How to define social work. As captured by the ANZASW’s historical record, it was Ephra who voiced the feelings of the conference in suggesting there was a need for a code of ethics which could and should be a charter of client’s rights, give the social worker professional standing and bind social workers together. In addition to her role with the BSW degree, Ephra pioneered the first of many women’s studies papers at Massey University. Later, she helped set up Te Rau Puawai, a partnership between Massey and the Health Ministry to boost Maori mental health workforce development, and assisted the psychology department to develop bicultural approaches to teaching. She served on a huge collection of committees both within and outside the university, including the Massey Alumni Association. In 1993 Ephra’s achieverments were recognised with an honorary Doctorate and in 1997 she was awarded a Queen’s Service Medal. She will be remembered, as noted in a tribute from Professor Robyn Munford, as an outstanding academic, a person who cared and brought people together, and whose influence will endure. New members

Media releases distributed since March, and available on our website, include a release about the new Code of Ethics, a joint statement based on Cindy Kiro’s address to the ANZASW Congress last month and a release to celebrate World Social Work Day on 15 April.

On behalf of the Association the National Executive extends a warm welcome to the following new members of ANZASW.

This last release drew a “thank you” email from the President of the International Federation of Social workers, David N Jones, who gets updates about news releases sent to him by local website Scoop. Another indication of the small world we live in - and the importance of being interconnected. On 28 April a submission was made to Parliament’s Social Services Select Committee on the Children, Young Persons and their Families Act Amendment Bill (No 6). Subseqent to this the ANZASW may be invited to make a supporting oral submission. This latest submission drew heavily on the Association’s earlier response to a review of this legislation which was published in full in the June 2007 issue of Notice Board. Both the submission and the response to the initial review are available on our website - www.anzasw.org.nz

Your statutory declaration, police vetting and membership obligations Do you remember the various forms you completed on joining ANZASW or renewing membership recently? These included declarations regarding any previous convictions or complaints and an undertaking to advise the Association of any matter be it a conviction (including driving convictions) or subject to any complaint action in respect of practice as a social worker.’ As much as these forms were essential to meeting immediate requirments for police vetting, they also place an onus on each member to inform the Association during the term of membership of any subsequent offence, diversion or complaint action. This is an ongoing responsibility and not just a one-off event. Therefore it is an obligation which is just as important as paying membership subscriptions etc and completing competency assessment requirements. So, apart from the occasional parking ticket, don’t forget to fulfil the requirement of notifying the Association of any conviction or complaint. Remember our job at National Office is to not only assist and advise you in respect of your membership obligations but to also ensure you know of the distinct benefits of ANZASW membership and make the most of them. NEWS FROM THE NATIONAL OFFICE Call for Expressions of Interest in Governance Board vacancy for Branch representative The ANZASW Governance Board includes one position that is selected by the Branches. At the end of 2008 this position will become vacant, and following a selection process a new representative will be confirmed at the Nov. 2008 Annual General Meeting. To allow time for this process to take place expressions of interest are now being sought from members of the Association who would be interested in joining the Governance Board as the Branch representative. If you are interested then please send a letter to National Office explaining what skills and experience you are able to offer the Governance Board, a brief biography for circulation and a copy of your CV. This information will then be circulated to the relevant Branches, who will hold meetings in July to select a local nomination to go forward for a nationwide ballot. After putting together a summary of nominations from all Branches a ballot form or booklet will be published and circulated in September which will allow members in each Branch area throughout the country to ‘vote’ for their top three candidates, in preferred order, by the end of October. National Office will then tally up the votes and the winner of the ballot will be confirmed in time for the AGM. In his statement for the day IFSW President David N. Jones said that all social work is now international and that governments are increasingly looking to social work for answers to social crises, ranging from mass migration and ethnic or religious conflict to other impacts of globalization”. “The range of activity undertaken by associations of Social Workers is inspiring. In Latin America the focus is on access to social services as a human right, and our colleagues in Canada have chosen to make the issue of women and poverty a national priority”. “The important message for social work in New Zealand, as reflected in our newly released Code of Ethics, is that human rights and social justice are as central to the profession of social work in this country as anywhere else. We look forward to highlighting this message when we celebrate our own Social Workers Day here on 24 September 2008, and at the ANZASW Conference in Wellington in 2009,” says Rose Henderson. Since its establishment the IFSW has grown to represent social work associations in 84 countries with a total membership of more than 500 000 social workers. This year’s theme for World Social Work Day – “Making a World of Difference” – continues a promotion IFSW launched on its 50th anniversary in 2006. The special gathering of 900 Social Workers and students at the United Nations this year included 98-year-old Kathleen Kendall, the first Social Worker employed by the UN. 500,000 social workers unite for World Social Work Day! The Aotearoa New Zealand Association of Social Workers (ANZASW) joins today with the 83 other associations around the world that belong to the International Federation of Social Workers (IFSW) to celebrate World Social Work Day – 15 April 2008. “This event was recognised at the ANZASW’s Congress in Christchurch earlier this month, where it was also noted that 2008 marks the 60th Anniversary of the Universal Declaration of Human Rights,” says Rose Henderson, ANZASW President. “As we take the opportunity on this day to put social work into an international context, it is becoming more and more apparent that professional associations for Social Workers can make a world of difference through co-operation and mutual support. Regardless of internal country definitions of which populations are most vulnerable

The Certificate of Competency, statutory registration and ANZASW membership The Certificate of Competency is awarded by ANZASW on the successful completion of competency assessment and is the main basis for Full membership of the Association. The Certificate is additionally recognised by the Social Workers Registration Board (SWRB) as meeting the competency requirement for registration. ANZASW is only able to affirm that you hold a valid competency certificate while you remain a financial member of the Association. Should your membership lapse or you resign from ANZASW, the certificate of competency becomes invalid for purposes of ANZASW membership. Should you wish to rejoin the Association at a later date you would then be required to

NEWS FROM THE NATIONAL OFFICE undertake a full face-to-face competency assessment once again, unless you had completed the requirements to be a registered Social Worker prior to resigning or lapsing your ANZASW membership and you have remained registered. By retaining membership of ANZASW, the life of a Certificate is preserved for a full five years at which time you would be required to complete your recertification. The costs of recertification are substantially less than the initial competency assessment. Maintaining your membership brings many benefits to social workers including involvement in an organisation which models a Bicultural partnership, networking, affiliation with IFSW, access to regular publications, professional indemnity insurance, opportunities for professional advocacy and continuing professional development.

Frequently Asked Questions – ANZASW Office Manager Are you having trouble accessing forms or discussion groups on the website? It is necessary to obtain a log-in ID and password before you are able to access forms and discussion groups on the website. In the “Membership Services” area of the website, under “My Account” there is a “request a password” option. If, after obtaining your password and following the necessary steps, you are still having trouble please contact National Offi1ce. Are you paying by direct credit? Please ensure that your regular payments are enough to clear your invoice within a 12-month time frame. If you have fallen behind, please increase your payments. If you are ahead, please cease or reduce your payments. If in doubt, please contact us at National Office. Would you like to set up a direct credit or pay by Internet banking? Please contact National Office and we will post / email you a copy of the Automatic Payment form. It is also possible to pay us via Internet banking. Our bank account details are on both the invoices and statements. Please ensure that your customer code and/or name appear as a reference on our bank statement. Do you want to pay your account by credit card? Please contact National Office, and we can either fax/email you a form to complete, or alternatively we will take down your card details over the phone. Does your workplace pay your invoice? Please ensure that we have the correct information in our system to allow your workplace to pay your invoice promptly. If they are paying by direct credit, please ensure that they make reference to you on our bank statement, or ideally, post/email us a remittance advice. If you are still receiving a statement it means that we have not received payment from your employer as yet - please follow this up with them. Do you work for Child Youth & Family? MSD policy does not allow ANZASW to add your membership fee / competency assessment / indemnity insurance to a bulk invoice without a current “Authority for Payment” form, which has been authorised by your manager. This is the fastest way to

have your invoices cleared from your account. Are you receiving ANZASW Statements? On the last business day of each month, ANZASW posts statements out to all members that have a balance on their account. These provide an update of the balance of your account at that time and should not be confused with invoices. Please remember that it is your responsibility to ensure that your invoice is paid. What do I do with the Insurance and Declaration forms received with my invoice? It is now a requirement of our Insurer, that all declaration forms are updated on an annual basis. Please ensure that your forms are completed, signed and returned to us straight away. If they are not received and you need to make a claim via the Insurer, you may not be covered. Please note that for membership renewals, the forms do not need to be witnessed. Have you had a change in employment circumstances? Please note that it is vital that you advise National Office as soon as possible if your circumstances change with regards to your employment – especially where it affects invoicing. This applies if you are on long-term leave (e.g. maternity leave; sick leave; or working/living overseas); undertaking full-time Social Work study; become unemployed; or retire. When must my Competency Assessment be paid by? Please ensure that your Competency Assessment invoice is paid by the 20th of the month following invoice. This report is coming to you in the new format, under the new Governance Board, following the first National Congress in April. It was during the National Congress that Tangata Whenua, through caucus, addressed issues and ways forward for Tangata Whenua Governance Board members to better represent our membership. This was timely as Tangata Whenua Governance Board members have stated in previous reports we are ‘mindful of tangata whenua takawaenga o Aotearoa and it is our intention to maintain the aspirations and integrity of this collective, whom we represent.’ In line with this, regular updates will occur through this monthly publication. Items and updates for the wider membership’s information. 1. Lines of Communication Tangata Whenua Governance Board members were supported by caucus to establish processes of communication to roopu and Tangata Whenua members throughout the motu. 2. Kupu Maori Use of kupu Maori on ANZASW publications will be monitored to ensure appropriate use. The removal of ‘Kaiwhakahaere’ from these reports is replaced with the term ‘Kaipurongo’ (Recorder/ Reporter). 3. Choice of Competency process Further discussion needs to continue regarding ways to promote both choices to Tangata Whenua provisional members for competency assessment. 4. Representation on Committee Nominations of Tangata Whenua on committee to come through Roopu (or Branch where no Roopu are established). All caucus members are encouraged to panui this out to the wider membership, including the process for nomination. Tangata Whenua Takawaenga are mindful that tangata whenua representation on committee must come from and be endorsed by the caucus. This aligns to the bi-cultural commitment of ANZASW. 5. Indigenous Conference 2010 Tangata Whenua will receive regular updates regarding this event. Watch this space.

6. Tangata Whenua Takawaenga o Aotearoa National Hui 2009 Tairäwhiti registered their interest to host this event. Kia ora ki a koe Tairäwhiti. However Tangata Whenua Takawaenga caucus are also aware that the tono is subject to further discussion within Tairäwhiti. 7. ANZASW SUPERVISORS INTEREST GROUP Future directions for the Supervisors Interest Group Discussions at the recent National Congress in Christchurch raised a number of challenges and opportunities for Branches, Roopu and Interest Groups to develop their services locally for members in line with the strategic direction of ANZASW. As a result, I am keen to convene an initial face-to-face meeting of supervisors or ANZASW members who have an interest in supervision, to discuss future directions for this group, beyond the discussion forum, and including CPD opportunities. Due to resource constraints, this initial meeting will be called in Auckland, however it would be great to hear from any supervisor or member throughout Aotearoa with ideas about the future directions for this group. Your ideas will then be included in a draft document to be circulated for wider discussion and decision-making. If you would like to attend such a meeting in Auckland please also make contact ASAP so that the most convenient time and place for the meeting can be arranged and advised. The purpose of the (non-identifiable) questionnaire is to collect information that will be used: • To determine what Health Social Workers consider to be competent practice in accordance with national standard competences • To develop a practice framework, which is comprehensive and based on research.

A key part of my research explores the importance of the context in which a health social worker practices and basic assumptions about what constitutes good practice. Currently there is no national research based practice framework or competency document for health social workers. On the other hand it could be that health social work is so context dependent that a framework of practice could not be developed that applies to all health social workers. ANZASW branches hosting CPD events around Aotearoa

Paraire Huata’s workshop - Tangata Whenua and other diverse realities was held in Dunedin & Southland branches on April 17 and 18. Feedback from the workshops was overwhelmingly positive. Here are a few excerpts; Paraire is ‘authentic and has a wealth of knowledge and skills’, “valuable day with ‘take aways’ theories, frameworks, and tips”, ‘an excellent day all round, well worth $90’. Hinerangi Rolton who was part of the organising group in Southland comments; ‘I can see why people extol Paraire’s teachings. He is a top class tutor who challenges one’s thinking’. More prosaically a number of responses included ‘great lunch!’ I’m really looking forward to attending this workshop in Auckland later this month. COMPETENCY SERVICE NEWS AND NOTICES Competency Service News Tena Koutou tena Koutou tena Koutou Katoa Nga mihi mahana ki a koutou April has been a busy and interesting month beginning with the National Assessor Hui in Christchurch, providing my first opportunity to meet many of the team. We enjoyed a productive and challenging day where we discussed current issues and potential development areas for the service. As you will have read in last month’s NoticeBoard we are working to draft a paperbased assessment process based on our current recertification process. Lainey Cowan (National Assessor) Dominic and I met with Karin Brown of Te Kaiawhina Ahumahi (Social Services ITO) recently to begin the process. Dominic is working on a draft process to present back to members and the Social Work Registration Board for feedback and comment. The day after our Hui, the first National Congress of ANZASW provided an opportunity to hear Cindy Kiro and Mike Doolan’s presentations and to meet your branch and roopu representatives. Afternoon workshops resulted in ideas and initiatives, the outcomes will be incorporated into our Strategic Planning. Turoa Haronga and I were back in Christchurch again the following week interviewing for the South Island Tangata Whenua National Assessor with Lin Mason. Great applicants and watch this space for information on our new Assessor. Karen Shepherd, who has been our National Assessor in Manawatu has completed her work with us and handed over to Autumn Bell Cooke from Wairarapa. Autumn and Turoa Haronga will continue to conduct assessments until we can appoint a new person. See the advertisement in this edition. Thank you Karen for your contribution and commitment to Competency and to members working through the process. I’m working with Roopu and Branches in Rongokako and Waikato / Bay of Plenty to recruit two additional National Assessors and we are looking for new people to cover the Taranaki and Manawatu areas. ANZASW NOTICES Chinese Social Workers Interest Group (CSWIG) Working with Chinese Clients ---- Understanding the Chinese Culture ---Chinese Social Workers Interest Group (CSWIG) is offering workshops in your local area to support you in your work within your community. Topics will include: Chinese population in NZ; Who are Chinese people?; Eastern vs. Western Culture; Chinese Migrants and their issues; Working with individuals/families/community; Case studies; Specific local Chinese issues. The workshop will be delivered in an engaging and interactive way, allowing opportunity for questions and discussion. Facilitator/s are Chinese social workers who have lived and experienced life as a Chinese migrant/New Zealander themselves. Private Practice Interest Group The Private Practice Interest Group members have not been particularly active in the past year apart from fielding a few concerns and assisting members with applications for registration and general ACC issues. I continue to represent the Association on the Sensitive Claims Advisory Group, which meets 4 times a year. At the last meeting a few weeks ago, the long awaited Massey Guidelines “Sexual Abuse and Mental Injury: Practice Guidelines for Aotearoa NZ” were presented and each counsellor should have their own copy by the end of March. ACC will begin a national Road Show in the main centres to answer questions concerning the new Guidelines. ACC is hoping for endorsements from the Professional Bodies- I am happy to collate feedback from members before we do so. Technical reports from the study are available on the Massey website. One of the recommendations of the Massey Guidelines is the increased use of group-work for survivors of sexual abuse in conjunction with individual therapy- this may be of interest to our members. Professional bodies have also been requested to make submissions for increase in fees later this year. There are also new ACC forms now available either on line or through Wickliffe’s. It is now possible to submit them on line.
